== Government == Among their leaders is the Scalespeaker, which is the [Diplomat]'s equivalent of a Watch Captain. Hectval is very anti-Gnoll, to the point that they force all Gnolls to live in indentured servitude as Paworkers. Forcing them to wear collars as a ‘sign of endearment’. In order to keep Gnollish influence in the city from rising past a ‘tolerable’ level. Hectval’s government constantly passes laws and Amendments that disenfranchise and delay Gnolls from being able to vote. Hectval is primarily a Drake city. Meaning it’s built by and for Drakes. Because of this, any insult to the city is quickly met with violence. As in the case when Lism beat up the Scalespeaker, causing Hectval to launch a raiding party with the intention of killing Krshia, Lism, and other members of Liscorian leadership. Though these actions would fail, one of the strike teams would kill Erin Solstice. Causing a war between Liscor and Hectval to break out, and leading to a treaty between them and Pallas to not be renewed. === Known Members === * The Scalespeaker of Hectval, Yisht * Female Drake, second after Yisht
