| While having a meeting with the senators from Pallass, Lism is informed that not all the Raskghar will be executed and that Pallass will take control of the remaining prisoners despite his objections. Lism and the Council decide to ally with other smaller Drake cities, such as Hectval, to counter Pallass.

| Lism is dismayed by Hectval's standoffishness when he tries to communicate with them alongside his Gnoll council members. Later, while speaking with Scalespeaker Yisht, he realizes that Hectval is a speciesist city, prejudiced against everyone except Drakes. They put collars on Gnolls and call them "pawworkers," a derogatory term for Gnolls. After hearing all the prejudices from Scalespeaker Yisht, Lism slaps Yisht and tries to make it look like an accident. This slap results in Hectval sending a group of assassins who kill Erin. The consequence of Erin’s murder is that Liscor declares war on Hectval.

| The city of Liscor becomes wealthy after significant investments and the expansion of the city. This results in inflation that affects the middle class and poor citizens of Liscor. Lism ponders how to solve the inflation. After other countries, cities, and families start printing their own money, Lism suggests to the council that Liscor’s council should build houses and give them to the citizens. He also proposes the idea of paper money, suggesting that Liscor can create its own currency to alleviate inflation.
