I just checked the chapters mentioning "Blood Fields". I saw nothing that indicated Az'kerash living "next" to them.

Few excerpts:

"“You will go to the area known as the Blood Fields and locate the individual known as Az’kerash. Or—perhaps he uses his former, human name. Perril. Perril Chandler, I believe.”(1.09 R)

“I couldn’t find him. I checked the Blood Fields and found nothing. Oh yeah, I also found out I was under a spell and broke that too. Got a problem with that?”(2.12)

"The stone Teriarch had given her was pointing her further south and far to the west of the Blood Fields,"(2.23)

It seems to me he claimed a part of the Blood Fields and put a veil around it, preventing people from entering his domain.
