Goblin [Tinkerers] under Rags created a few stone-shot crossbows. These had a lot less range and accuracy than a crossbow that used actual arrows, but ammunition was plentiful. And even so unless they also had [Enhanced Toughness] they would be in danger of cutting off their fingers with how much force they were putting into the enchanted metal string.
