It is so overtuned that it could hit a target over a thousand feet away without Skills, having the draw strength of over one thousand four hundred pounds of force. 

No one could physically draw the string back unless they had [Greater Strength]. And even so unless they also had [Enhanced Toughness] they would be in danger of cutting off their fingers with how much force they were putting into the enchanted metal string.
