He is an Earther from Australia.
Chronology
He found work among Talenqual's fishermen, and got hired onto one of the fishing ships that operated out of the harbor.[1] That job allowed him vacation days[2], probably whenever he is not out at the sea for days.
He accidentally stabbed Dion, before Kirana banned people from carrying weapons into the UN headquarters.[1]
He was the one who reported the return of Ken, Aiko and Geneva from their outreach mission to the UN headquarters before they arrived.[2]
