Qualvekkaras (also called Kingdom of the Winds[1] or the last bastion of the Garuda[2]) is a nation and one of Chandrar’s four Shield Kingdoms. It is located further west in Chandrar.[2] It is almost exclusively inhabited by Garuda.[3]

Qualvekkaras has never been taken but it has knelt.[2] It can command wandering Garuda Tribes.[2] A greeting for them is "We salute the skies and the Shield Kingdom of Qualvekkaras, the Kingdom of the Winds", accompanied by a complex gesture imitating a wing-arm .[4]

Qualvekkaras is made for Garuda, and is located at the summit of a mountain, and is filled with buildings but no walkways.[2] There are tall, open homes across a mountain.[2] For protection, it has a way of controlling weather with magic to conjure sandstorms and cyclones.[2] It has a Dragonward Bell set on top of one of the mountain summits.[5]

Qualvekkaras has a [Queen][5] with a strong royal bloodline.[2]

Qualvekkaras is one of four remaining Shield Kingdoms of Chandrar.
Sheta mentions "the last of the Mountain-Roost of the Garuda." She is most likely referring to Qualvekkaras.
